RewriteRule works on LAN but not working on server

I can not understand why these rules work on my LAN, but not running on the server.

RewriteRule ^thumb.php$ thumb.php [L]<br> RewriteCond %{QUERY_STRING} w=[0-9]+ [OR]<br> RewriteCond %{QUERY_STRING} h=[0-9]+ [OR]<br> RewriteCond %{QUERY_STRING} ^tc?$<br> RewriteRule ^(.*)\.(jpg|gif|png) thumb.php?name=%{REQUEST_FILENAME}&%{QUERY_STRING} [NC,L]<br>

And mod_rewrite on the server at all is present/enabled? The line "RewriteEngine On" is omitted or it is not?

Can be in httpd.conf AllowOverride FileInfo is off?
