Xubuntu 11.10 and the console tty1

Hi all. Somebody knows as it is possible without changing the system setup to solve two problems:
1) Change the keyboard layout by ctrl-shift (with possibility to customize keys change on the fly)
2) Correct display of Russian letters

The way it should be. With X s I already figured out(setxkbmap in .bashrc). /etc/default/keyboard do not want to rule. I understand that everything revolves around the two packages kbd and console. I watched the init script and on console-setup upstart and couldn't go...

1) sudo dpkg-reconfigure keyboard-configuration
2) sudo apt-get install cyr / sudo dpkg-reconfigure console-setup

Before doing this I recommend to do sudo apt-get install console-terminus
