You must implement the second option. How to do it?

Somewhere I saw a page (10 minutes trying to find again) with the news, saying PayPal registration is now optional. It said that you can go to my profile and there in the Seller tools to enable/disable this feature, but this was not there in the other profile sections too. The PP site is just infopolicy.

Please www.paypal.com/uk/cgi-bin/webscr?cmd=xpt/cps/general/OptionalAccount-outside

In short, "This feature is available to Premier and Business account holders only. It is not currently available for items purchased directly on eBay.co.uk."
Well, Yes, this is the page. "To turn the feature on or off, simply log in to PayPal, go to Profile, click 'Website Payment Preferences' under the Selling Preferences column and tick the yes/no box under PayPal Account Optional."
In the Profile/Selling Preferences I do not have the PayPal Account Optional - jacinthe.DuBuque52 commented on October 8th 19 at 02:04

That's what said caliper

At the moment Russian merchants cannot process payments without requiring their buyers sign up for a PayPal account. Here is a list of countries that can currently accept credit card payments though PayPal:
