GSM, solar, waterproof camera

There is a need to monitor specific areas of the sea (only in the daytime). The distance from the camera to the point of about 50 to 300 meters. External power supply excluded, that is, a solar panel (sun is always a lot). Ideally, I would like to get the approximately every 15-30 seconds, for example, uploaded via ftp.
Help to calculate the approximate cost if you collect it yourself or advise the ready decision (with Google the fuck hasn't helped).

I similar one comrades counted, they had times a day to send camera pictures by email. Set router, USB hub, USB camera, USB modem, and the stick came out to about $125. To work it need 12V/1.5 A approximately, ie you need more solar panels (and they are expensive!) the batteries (so it's not turned off when the sun for a few sec goes behind a cloud) and the controller batteries. Still there are here such single Board computers or you might consider an IP camera, but it's how you have to connect to the Internet...
