Create TCI with a static picture?

I'm trying to solve a small problem with the editing.

There are a number of small ts files like this: rghost.ru/36981896. Let's call it "Piece No. 1".

You want to make absolutely similar along the length of the file in the same format, with silence in the background and static image, for example, like this: rghost.ru/36981978. Let's call it "Piece No. 2"

Then you need to glue both pieces. The problem is that tsmuxer (as the most logical solution to this problem), nervously reacts to the slightest difference in formats of the two pieces and refuses to stick together. I spent a lot of time to generate the second piece of the right format, but the lack of experience in this field manifested itself — a maximum that turned out to make it a 15-second tsка with static picture and silence in the background made like this:

which, however, flatly refuses to stick together with the first bite.

But just two blind binary file? copy /b file1.ts + file2.ts file12.ts
