How to publish an article, if access to the Sandbox, no?

Wrote an article about IT-infrastructure for distance education, but are unable to publish — Sandbox will not allow because it is not read-only, and in blogs is not allowed, because it is not "+5". The rules found nothing about this case, the pros for Q&A the situation did not change. Maybe there's some way to send the article on pre-moderation for registered users?
