Video chat for long distances

The bottom line is this: I live in Moscow and very much in touch with the person from South Korea. As South Korea is at a distance even greater than 6K miles, ping and the speed is horrendous, so Skype, if I'm not mistaken, holds the calls for the peer-to-peer drops off, the quality is terrible, and in the evening — God forbid slideshow!

Already tried many options, such as google chat, Logitech Vid, etc.

What you can advise the services of video chat 1 on 1, I'll even consider paid options.
What you need:
1) High quality pictures.
2) Decent speed, taking into consideration location servers.

I'm afraid that put here not in distance but in quality of the network (possibly on the far end). From America to Russia is not closer than from Korea, but the video goes without problems.

Disable video and acceptable to communicate with the person, say, from Tanzania. In this case, both on the mediocre 3G.

With good TV channels from Thailand to Russia get an acceptable picture on Skype.
