Additional open wireless network on the Time Capsule?

In the network there are several Time Capsule. They are all connected via a twisted pair and everyone shares a wireless network with WPA protection.

Task: to distribute in parallel, another public network with limited channel without protection.

I read that Time Capsule two frequencies on which it distributes the WiFi, but, apparently, for both frequencies is set to one and the same network. Is there a possibility to put on one frequency public network, and the other protected?

It works on 2.4 GHz and 5 GHz, it is necessary for compatibility with different devices. But it is not connected with the ability to do 2 network.
