Getting insurance for lost international packages EMS

Good day, habrovany.
This situation has happened.
Decided to buy a iPhone 4S from USA, good friend lives there. Transferred him the money, he bought and sent USPS (in Russia EMS) mail with insurance.
The iPhone itself is $707 and $43 shipment with insurance, total $750.

The parcel to my post office came opened and empty. The act was drafted.

I wrote a complaint, attached to it all the paper which was from the sender: supporting documents (there was a description of the attachment), payment checks, etc.

Now my claim was sent to Moscow for consideration where it is likely to be decided that the blame for local OPS.
Boss tells me that I will pay the $750 that I would not like it, because when transferring in the US I have a Commission paid. They say to send the money to USA, and I respond, they say, will still negotiate with them, still I will have to return the money.

In this regard I have a question. Someone tell me the legal acts to force the OPS to pay the insurance amount to the sender or to all the money spent here (and better value new phone at a local store).

Maybe even some action on my part I need to make?
