a) user A (or group a) may publish (admin or front — does not matter) content only in the section M, the user B in partition N, K, etc.
b) it is desirable free and actively developing (Joomla, WordPress, etc.)

you can create groups of users and groups to specify the categories to which allowed to publish the materials.
However it is not free, but easy for installation and development.
