Why modules?
Separately deplot nginx.conf and all that it includes: a mime.types, etc
Depending on the group to deplot different conf.d
Also, it should be possible to make changes directly to http. Either an include macro, Ohm, or variable to compile nginx.conf a template engine for ruby

About mysql do not understand. Are there that many specific parameters? In this case, either the template or depending on the variable to give one or the other my.cnf

With nginx just deploya new config or a piece of config with upstream + restart the service, why is the module not clear.
To add, remove users and tables in mysql does not work with nginx.
