of those that in php I can advise:

file - Quick.Cart and Quick.CMS. IMHO, the most kosher of file CMS-in. One engine - the store, the other for normal websites. Developed by Polish, but there is a file Russification (and to localize both of these CMS-Ki manually easy). Also on the developer website there are plugins and themes.

on sqlite - phpSQLiteCMS (about the number of plugins under it - I don't know, but maybe they are a bit).

mysql Textpattern (one of the features is the use of a Textile Converter that allows users to mark up text without learning HTML), and MaxSite CMS.

P. S. This is one of those engines that eat a lot of server resources. If the size of the engine speed and the load on the server is not principled, it can be Wordpress, as the most simple to manage cms-inu from a popular or Jumla.
