CSS preprocessor (nested structures, constants, arithmetic expressions)

Tell the preprocessor (if you can call it that) for CSS, which supports nested structures, constants, arithmetic expressions that uses the syntax of the source file as similar to CSS (and not, for example, XML). Preferably either in PHP, or a separate console application under Windows. Also interested in the solution as a module for Apache.

For example:

The syntax of SCSS in General almost no different from CSS!
It has everything you listed and even more, for example, conditional operators or operators of cycles.
Good thing - framework "Compass". Based on SASS (specifically SCSS) and includes lots of Goodies, but to install it you will need a Ruby gem and have to work with the command line.
Don't like dancing with a tambourine - Google ScoutApp. The only free app under Windows, but very slow.
