How to raise the server to register users and verify they have a subscription? What should I use?

Need a server for user registration, subscription, and verification, read more
the client registers to the server, subscribes, receives the product, then each day the server checks the subscription and, if true, gives the info needed. Programming experience is small, prompt where to dig, are there any examples, the task seems to be simple it seems but I don't know where to start.

Suggest to learn at least something (it can be PHP too) to gain experience or to find the executor tasks on freelance.
