When a developer needs to style skrolbar?

Develop a web application. Including doing the layout. The layouts depicted scrollbar as the gamers. Does this mean that I need to stylize Savary? Just specify that in the requirements there is nothing about it and the development is on fixedprice scheme. Of course, the initial assessment is not included.
