A little PHP will still be needed!
Add in functions.php code that will load additional CSS in admin panel:

custom_wp_admin_css function() {
 wp_register_style('custom_wp_admin_css', get_template_directory_uri() . '/wp-admin.css', false, null);

Next, add in the root directory of the template file named wp-admin.css. And, without limiting your imagination, change the standard WP styles that you need.
For example:
