The bottom line is this, alternately running pumps should switch once a day(one off of the other involved), but the catch is that the Board is not connected neither to PC nor to the Internet to know the time, I am so confused

Well, if you really want to learn to do, then buy the sensor real-time (e.g. DS1307), relays, and code accordingly write to MK took time from the sensor and every 24 hours switched relay. But in General it will be the farm, better to do without the MC, as described above.
