MS licensing of Windows Server 2016 physics + Virt, do I need to buy?

Comrades, the eternal question of licensing, which is different every time.
Right now the current version is the licensing of the kernel, i.e. the minimum order is the purchase of the pack licenses 2 * 8, i.e. 1 license is two cores and such have to buy 8 pieces, even if you have less, and now attention a question:
Can I use free licenses to another server or 1 server 1 pack license?
Read more:
Bought the obligatory pack of 2*8 total 16 cores, but I have a physical server with 12 cores. Here I want to raise the dev for the free Hyper-V Server to create the dev with 4 cores and put windows server 2016. Can I activate the same serial number because there were available licenses in the package. Or 1 server 1 pack and when checking the documents, it may emerge that need to buy 1 more pack of 2*8 licenses.

The licence covers the physical cores, so in principle, if you add on this machine hypervisor, inside the same license you can activate Windows. But on another machine anymore.
Ah, Yes. I think I badly read the question. if it's about the fact that on a physical server with windows server hyper-v to lift dev with windows server - you can do it. windows server standard - up to two virtuallock (every 2 new path is to buy another pack of licenses in the same volume as the original), enterprise is unlimited. the key is to drive the same. - golda25 commented on March 12th 20 at 08:12

If You have a special licence Standard, then You can run:
1 specimen of Windows
2 virtual instances of Windows Server

Datacenter allows you to run unlimited copies of Windows server. Effectively, when more than 7 VM on the server
