As powered video card?

I picked up the graphics card. Characteristics: TDP of 75 watts, the recommended PSU is 400 watts. Additional power it does not.
I read that the TDP is not consumption, well heat dissipation and PSU to pick up will not help. Then how to choose? And on what grounds the recommended PSU is 400 watts, if greater than 75 will not pull PCI-E x16

The recommended wattage is for the entire configuration and generally it is a very conditional thing. Open any online calculator build computers, put in your configuration you deem necessary capacity.
