How to put the row number in a cell of a column in google sheets (if the formula is passed to static)?

that is, the line number is not changed

Solution
Instead of A1 in the formula write INDIRECT("A"&ROW())
=IF(ISNUMBER(indirect("I"&ROW())); VLOOKUP(indirect("I"&ROW()); 'Responsible'!$A:$B; 2; FALSE); "" )
