IntelliJ IDEA 2018.2.3 x64. What is the error message (newbie question)?

Plz tell me that it (IntelliJ IDEA) want from me?
I understand that in this file some kind of mistake and that the file be re-created (if I understood correctly)... but why?

The file is here:

Please note underlined in red.
This extra character, because you have saved the file as UTF-8 with BOM. Because of this error.
Just re-register in UTF-8. And it will work.
@Roscoe, but I have no such symbol is neither in the Idea nor in Notepad++...
Notepad++ shows that the file is saved without PTO...

@Maria.Mraz, Notepad++ (and other editors) has the function to open the file in the charset that you want the file encoding does not change. There is a menu somewhere to "open in a certain encoding by force." Click on "convert to UTF-8 without BOM" and save. To initially view what is wrong (I don't have on hand Notepad++ to check), try to access the encoding of the file and find in the menu something like "Show hidden characters or special characters" - not sure. Know what it is.
How to watch? The hardcore method - any HEX-editor. The same Far Manager-Ohm. F3 to view the file and there is more F4/F8.
