How to remotely manage virtual machines?

To follow up on my "weird" tasks, I need to implement such functionality:
On a PC, which is located in the home network, installed, for example, 10 virtual machines (whether VMware or VirtualBox) and they need remote access from another PC in the same network and from outside your home network. Each virtual machine goes to the Internet via permanent paid proxy, but to connect to it preferably via home Internet. Remotely, you must enable the virtual machine to work on it on and off.

Similar functionality I have seen in their past work. As far as I had the brains to understand the virtual machine was on the office server (which actually gave us access to the network), and I from your work PC via something like VMWare Player, included her and worked with her, and then turned off.

Request to you, poke me in the name of the software that it is best to use for my tasks (in the process of its change is not desirable, as certain sites "get used" to these systems). And can connect to virtual reality via my home Internet and the car went to the network only through a proxy?

And anyway, what's the problem to go on your host machine and start the desired virtual machine from the GUI though, at least from the command line?
And for Linux and for Windows there are, and you seem to RDP to your machine is running.
