International transfer of natural persons natural persons — tax?

The task is one-time translation into U.S. dollars (less $ 1000) from physical persons in Belarus natural persons in Russia through the "Golden Crown" (for the execution of a single operation). No written agreements have been concluded.

Questions:

1. Can the receiver to avoid paying taxes (legally)?

2 If not, how to fill in the Declaration form 3-pit if no written contracts (execution of works) no?

3. What to specify in "purpose of transfer" in the payment?

4. Does the presence/absence of taxation on a particular wording in the "purpose of translation"?

5. Whether the party-recipient to perform any additional actions upon receipt of the transfer (after the transfer in dollars, not rubles). What is the "currency control" and whether it is applicable in this case?
