Solution
Base64 can be used only for transmission when files are "wrapped" in JSON or XML.
In other cases it is better to store/transmit as it is.
Base64 Is a format for transferring binary files as text, so the data is very "swollen".
But it is sometimes necessary, when the receiving side is waiting for the input text, not binary data.
Yes, this is my case.

In General I want to abandon the use of form to upload files to the server.
To download files use input and transmits the data to the server as json.

What's the point? Do not physically write the file, and store it in the database? Then it will be swollen base, and very strong. Plus hurt performance because it will be necessary to first encode the file, then the browser before I get it out to decode. In General, it is absolutely pointless

I have a self-written parser of the DB on the files - all the data I store in the form of JSON strings.
