Who is deceiving when you calculate the bitrate and the duration of the mp3?

Hello. Recently I came across a single track that I was interested in the fact that it calculates the duration of each as he wants:

Windows:

GetID3 PHP:

Firefox
hdOb8AYacVY.jpg
Google Chrome

A little closer look, I noticed that the duration is calculated depending on the bitrate, but Windows thinks that the bitrate 111, GetID3 249, Mozilla is 32, so this difference emerges. In Mozilla, despite the display of 40 minutes, the track ends about 5:28. How to deal with? Can convert, for example, using ffmpeg? Sam file.
