How to make responsive website for mobile?

How do I configure the css so that it appears correctly on all mobile devices?
I'm here about. There are enough services that customize your site under different resolutions, thereby checking adaptability. But there is serivis (tyk), which not only customize the dimensions, but also directly opens your website on the specified FOR using (as I understand) the virtual machine.
So when I open my website through this service, the emulated screen of the iPhone does not display my website, but only a pile of items without css styling.

Check whether you have in html
<meta name="viewport" content="width=device-width,initial-scale=1">
or similar rule. This is required to make styles react to conditions in mediapirate.
