Constantly breaking down watch webpack. How to fix?

The Assembly was set before me now the Assembly is run with the command npm run dev-build (run watch that tracks changes). But if I don't have time to finish a couple of seconds, something in the vue file or js not it is important the layout this script or styles, then the build breaks and throws an error. The big request to help to understand, otherwise I'm waiting for build for 5 minutes, broke up again and run all day.
The error is

Your problem, like with the decision https://github.com/vuejs-templates/webpack/issues/1229
Unfortunately, npm install webpack-dev-server@2.9.7 --save-dev did not help, the version was even lower - aliza3 commented on March 19th 20 at 08:29
