As a state monitors, "prohibited" content?

There is a free classified ads website. The announcement was made about the sale of "electric", which was banned in Russia.

Leninsky district court of Kirov enrolls a preferred customer or a statement of claim and padet him to court, dadee in RKN, RKN turns in hosting the Bloch website.

On the court's website there is an entire process of the case. It looks like this:
The Prosecutor Kamenska district of Kirov region has addressed in court with the statement in the interests of an indefinite circle of persons of the Russian Federation on the recognition of information as prohibited for dissemination. In support of the application stated that the Prosecutor's office Kamenska district of Kirov oblast in the course of monitoring of Internet resources to identify websites that contain materials for the manufacture, sale and use of electric, are prohibited on the territory of the Russian Federation identified the website { ... }, which, according to the reference on inspection of the {date taken}, posted materials containing information about the manufacture and use of electric.

How the state machine that monitors everything? In this case referred to the Prosecutor's office. They have special software? How does this work? Or are they manually looking for in order to call yourself a "tick"?

I don't understand why you are asking this question. What about search engines? As the search engines know where to sell electrofishing, where bouncy women? That prevents the FSB to index websites and their content? What hinders them to obtain index data from the same Yandex? Took the information on the websites was outsourced to the provider for blocking. Similarly, on the basis of "letters ABCDE-123456 for 25 March this year," obliged Yandex in a week time to send the updated index. Again, the provider has to block. And so on. I'm not talking about the banal transparency about HTTP Deep Packet Inspection along with substitutions of certificates in the style of a Man-in-the-middle. But if that's already about something that with what I in the beginning of the text written, what are the problems with indexing this information, the FSB and other bodies?
That prevents the FSB to index websites and their content?
The FSB has no neither resources nor power. And where does the FSB at all, the request came from the Prosecutor's office. - Loyce commented on March 19th 20 at 08:34
@Loyce,
The FSB has no neither resources nor power.

It doesn't matter.
And where does the FSB at all, the request came from the Prosecutor's office.

Yes, even uncle Vanya - what's the difference if we are talking about the "how" and not about "who." The Prosecutor's office makes a request for execution of the judgment. Requires the same Yandex to provide (and to provide on a regular basis) a list of sites/pages from the index provider. which then blocks. - Oran.Lowe71 commented on March 19th 20 at 08:37
@Loyce, You are the employee of FSB in resignation that so boldly speak for them? - joani commented on March 19th 20 at 08:40

They have special software?
The Prosecutor's office no. What other bodies can monitor for keywords, but they are unlikely to be interested in electric rods.
It is rather simple for the citizens.
Most fishermen saw this ad dashed off to declare. They also won't be able to find the author of the ad.
It was clearly not from fishermen (real people). My website is visited by Kollek and a half a day. - Loyce commented on March 19th 20 at 08:36
@Loyce, Well, then somewhere indexed by Kolycheva word. Corny fishery inspection can Yandex search are.
In General, spend more time moderating the site not to get under distribution. - loyal_Gorczany commented on March 19th 20 at 08:39
Sometimes the competitors are so crap - post illegal content on your site and claim ride.
But in your case it is unlikely, if the site is not popular. - loyal_Gorczany commented on March 19th 20 at 08:42

1) the denunciation of citizens, submission of applications is now carried out online and does not take more than 5 minutes
2) competitors
3) for show, precisely for this reason, recently blocked the monitoring bestchange.ru
