Why in Google Chrome and Opera doesn't open the xml file with an associated xsl styles?

In the xml file, plug in xsl in the following way:
<?xml version="1.0" encoding="UTF-8"?>
<?xml-stylesheet type="text/xsl" href="style.xsl"?>


When you open the file in Chrome and in Opera I see the same error :

For Chrome a offer to launch a browser with the flag --allow-file-access-from-files, but it didn't help. In IE, Safari and Firefox the file is displayed without errors. Can this be fixed ?

Solution
All of it works. Only need to close all other chrome Windows. If it works in the background, then kill all his processes. Then start it with the flag --allow-file-access-from-files.
Works in all browsers based on Chromium.
Or create a server (in Denver or what is now on Windows) and access the files via http. Then this error will not arise without any flags.
