Use media queries:

@media screen and (min-width: 320px) and (max-width: 768px) {
 /* write here the usual css properties and their values to achieve the desired positioning */
Of course, I understand that, but I can't understand why the menu at the top and how to pull under the cap? - serenity.Greenfelder commented on March 19th 20 at 08:48
Set the unit cap position: absolute; top: 0;
Next, the margin-top for the menu to the desired value - abe.Reichel commented on March 19th 20 at 08:51

In the html you have is first menu <div class="slicknav_menu">and then the header <div id="head-wrapper">.

PS Please reconsider the color component of design. The color wheel from Adobe will help you.
