What to do if you deleted all users phphmyadmin?

Hi all! Just saying, I'm new. Digging in the settings, and it just so happened that accidentally deleted all users in MySQL via phpMyAdmin. Now, when I go to phpMyAdmin, there I "not allowed". The error is in the screenshot. What to do? It is desirable to explain in detail, but it does not know what to do...
On all of the databases couldn't care less , because they are not needed

the contents of the archive put it in the folder mysql/data
There is a standard database:
phpmyadmin, mysq, performance_schema

If the version Mylsq won't mind the ride.

Root login
the password is blank as usual

@abelardo.Botsford19, what is not clear?

you have deleted service information. By default, it is all standard.
I got rid of my folders where the information is stored. - Helene.Collins commented on March 19th 20 at 08:57
@Helene.Collins, where is this folder? Sorry to be so blunt, idle do not fumble this
I just came in Denver, and the folder that have not even seen - abelardo.Botsford19 commented on March 19th 20 at 09:00
@abelardo.Botsford19, I have Denver too, though I myself have mysql updated, but can ride.

By default, this folder is in C:/WebServers/usr/local/mysql/data

However once you have Denver, you are not stupid it is easier to remove and to put anew?
Well it's Affairs for half a minute. - Helene.Collins commented on March 19th 20 at 09:03

Reinstall and everything. When you install will create the desired users.(and don't do)
Thanks, of course, but exactly what to delete...? I told you that I'm beginner... Gee - abelardo.Botsford19 commented on March 19th 20 at 08:56
MySQL Server(or MariaDB - depending on what is installed) - Rosemarie.Williams commented on March 19th 20 at 08:59
