The texts should be prepared before the creation of the design because if you make a design by "fish", after all the design can go from more or less content.

In my experience the titles we offer (at the stage of planning and design), the customer is ruled by them if necessary. Here is more initiative on our side, the customer has the right to make changes.
Detailed texts are written by the customer and provides to the stage of filling. Here the initiative is more on the side of the customer, we have the right to make changes and to offer, if you see that the text is dry and lifeless.
