Who needs to know the password from admin in the organization?

In our organization there is a Department with a specialist in information security and two database administrators, both of which are server and as necessary, connect the printers, etc., I am a programmer from another Department and I regularly requested, "repair Internet", "printer", etc.
The problem: spec. security recently changed on all computers the password from the uchetki admin. The password he knows and the two DBA. Now, if someone something does not work, I run to spec-have for security, he enters the password and I start to solve the problem.
Question: this is all okay, who has the right of access password from admin? Has anyone encountered a similar situation? In my opinion this is nonsense, and it should not be

If NOT, then you are doing the work of those admins.
If so, two options:
1. To voice the problem to the chief and let him make the decision.
