Why not all DHCP issues ip settings on Windows server 2012?

how to check if come on to the server requests to obtain ip addresses? Put DHCP, began to migrate the Department to a dynamic ip address at first everything was fine, but when moved all (75 computers), some random computers (4-5) failed to obtain ip settings(or get it but not immediately in 5-10 minutes after turn on/off network says : unable to contact your dhcp server) , I have a feeling that the ip addresses are all missing, although the pool of free ip addresses is sufficient, in what could be the problem? the server ip address is 192.168.0.1 the ip address of the switch 192.168.0.4, Mask 255.255.255.0

Wireshark. Everything will be clear at a glance. If not clear, call a specialist.

DHCP on 2012? The mask is what? Check for conflicts (maybe a reserved address is issued). Make sure that on the router (if any) were turned off DHCP.
