Is there a program to automenu external IP once per minute?

Tried several programs (on Windows), but they have no automony ip, only SafeIP, but there is this change in fact doesn't work (three in a row turns and all). There is a simple test .sh script to collect statistics, is not more than 10 seconds at a time. On this side of the cycle is easy to set up. But you must make such requests to an external url from a different ip about a thousand. Advise the program, with the auto sliding of the ip, or at least paid.

Please note that only work in Tor Browser to be anonymous. Simply by installing Tor Browser on your computer you will not provide yourself with anonymity in other programs running on the same computer (e.g., a conventional browser).
