SQLAlchemy or PL/pgSQL?

Hello dear. I have a question and to find the correct answer I need your opinions.
Learn Flask for further work needed to install MySQL. But because of the stupid habits to choose the best then googled and chose PostgreSQL. Even did a little digging and then came to SQLAlchemy which makes it possible to write code without thinking about the SQL dialects. And the code is not dependent on any database.That's all I was able to learn about SQLAlchemy. Do you what to choose and why?
It is desirable to have good functionality, ease of learning and a bright future :D

For learning - use of ORM - alchemy or Jankovsky
For production - use of ORM

Postgres + postgres driver + SQL ALchymy = something like that.
