How to solve the problem of the old API Instagram: "The user denied your request"?

Yesterday, when getting the tokens via the old official Instagram API was returning the error "The user denied your request" and the server sends access_token Instagram.

Someone has the same problem?
Any idea how I could solve it besides using private API?

Instagram reported that by 2020, the access to "Basic" should work. Have they closed access now?
