How to promote yourself as an IT designer?

I am an IT designer, but more specifically, I'm ui/ux/web designer, graphic designer, logos , landing pages, business cards. Also while studying the Frontend, but before the earnings Front, the e is still far.

In General, I want to start making on the design ,using the knowledge gained during this time. Since I have no experience of even 1 year, I am self taught, don't count on large orders and money.

I need advice on how to advertise itself ,so to speak ,and just move IT as designer, think can create instagram account, but I don't know, impersonating a Russian, or any European, I think can still connect Twitter & Facebook accounts, in General, do not know at all, of the projects have something to offer customers, so that they determined my skill level, but still, here the question is, how do I start to offer their services, how to do it right ?

To start:
Accounts on freelance sites, social networks and any relevant sites (beans, etc.). Your standalone website for start optional.
Well-designed examples in the portfolio. "Skill level" is defined and the only way.
Bad work hidden, a good display (better fewer, but better).
Very little work — draw logos for non-existent companies.
Competently and correctly formulated a proposal for freelance.

Why impersonate someone? Are you a cat? :-)
I have zaregan on upwork and beans, have a portfolio more or less,but you can't take an order for upwok,for a long time trying,well, not at all
