Solution
As an option:

city_list = [1, 2, 3 ...]

for city in city_list:
 city_list_to_string += city + '\n'

msg = 'welcome to the shop\n'
u have a Good shopping.\n'
u'➖➖➖➖➖➖➖➖➖➖\n\n'
u For help press ? /help\n'
 u Choose a city from the list below:\n'
u'➖➖➖➖➖➖➖➖➖➖\n'
u' Here we have a list of cities\n'
u'[ Click {} ]\n'
 u'➖➖➖➖➖➖➖➖➖➖\n' .format(city_list_to_string)
bot.send_message (message.chat.id, msg)
