Than MySQL hosting differs from the usual? Or is it the same thing?

Faced with a project that need remote access to the database through PDO.
When I started to fill in for hosting, understand that it is impossible to establish a connection, despite the fact that on LAN all worked. Asked the hosting technical support, and, as it turned out, he does not have.d. to the database (like most other hosting providers). The only option is VPS.
I began to surf other solutions to the problem, and came across such a thing as a MySQL hosting.

So the question is: is it possible on such hosting using php, js, css, or is it only for databases?
PS. can who faced such problem: vps is the only option?

On a normal shared hosting, the DB never looks out, listens only to connections in loopback. Just in order to sound logic, because such hosting keep all Joomla with wordpressmy that access to the database from the outside is not necessary and even dangerous.
On a VPS/VDS you are free to customize anything you want.

This makes no sense since the overhead on the connection and ping will be so big that the performance of the muscle will be very sad
