What program it is better to break SSD?

Hello.
A SSD of 500 GB. On it stood Windows 10. Now I want to install Ubuntu next to it, splitting off from the disk (C:) 100 GB. Released 300 GB, but Windows disk Manager does not allow to create a new volume more than 50 GB.

What free program will allow with the least risk to overcome the limitations of the OS and partition the drive into partitions?

the problem is that you're trying to do it on the system drive without unmounting
