Is there under Windows firewall with rules based on interfaces of type "block that if1", like in iptables?

Actually, a subject: whether there is under Windows firewall with rules based on interfaces of type "block that if1", like in iptables? For example, I named the network card eth0 and want to "add block out tcp/80 via eth0"? Tried regular, Comodo, TinyFirewall, did not continue to torment the computer, get then which dll will pull with a regular facial joints.
PS: even the console version of Windows netsh advfirewall allows you to specify only the interface type. [ interfacetype = { any | wireless | lan | ras } ]
