Why can't I see the component Vue.js?

Began to study VueJS. Read the documentation very long and hard. Decided to sit down and start doing, already stumbled upon the problem that they can not withdraw VueJS component.

new Vue.component('quiz-cell', {
 template: "<p>Hey there, I'm a re usable component</p>"
});

What's the problem? Just watched a video on VueJS guy did everything the same as I described in code above. Trying to decide if I need to create instance like this: https://jsfiddle.net/nu41bvfq/

Still does not appear. Vuejs - connected, tried the simple HelloWorld from the documentation.

Began to study VueJS. Read the documentation very long and hard.

Start with learning just JS, without Vue. Read a lot and for a long time. So this here was not:

new Vue.component

You of course have no idea what is "new" and why it's needed (not necessary).
