How to build an assessment based on the incoming values?

For example, there are 4-ri input variables. In each variable are different amounts of numbers.
Example:

b = 140
c = 500
d = 350

Based on these values I need to get the best estimate for the object...

Assessment - two. Why? And why not. You do not care what "value" and the "incoming transaction".
I brought the sample data, in fact, the incoming value is important in any case. I painted this example in a bypass for clarification of the problem statement...
