How do I receive calls with SIM remotely?

Hello.
How to leave the SIM card home and receive calls algorithm: SIM > Ethernet > Smartphone?

In theory I thought I might buy a cheap Android smartphone and redirect any call to your mobile app on iOS(even thought about a bot for Telegram).

But how difficult it is all to implement? Are there any ready solutions?

PS operator no opportunity to redirect. And I need an external solution, like a mobile app.

Solution
Home computer server (was Raspberry Pi). It includes Huawei E161.
Running Asterisk with chan_dongle module.
Asterisk receives the call and redirects it to another mobile number is + parallel to the called SIP account. If a Softphone is running on iOS - the call is accepted there. If not running -taken a classic way.
When an incoming call is first thing in the telegram-bot is sent to the caller.

The SIM card is not involved in receiving calls, it serves only to identify the client device in the telephone network, because your schema from question makes no sense (and, especially, "Ethernet" in it).

You can for example set up call forwarding from the mobile number to the number attached to Skype or SIP. You do not even need enabled phone with the original SIM card - it makes a statement.
