The SIM card is not involved in receiving calls, it serves only to identify the client device in the telephone network, because your schema from question makes no sense (and, especially, "Ethernet" in it).
You can for example set up call forwarding from the mobile number to the number attached to Skype or SIP. You do not even need enabled phone with the original SIM card - it makes a statement.
