Don't understand the algorithm of connecting database to the web application. What steps should be?

I have a website written in vue.js + C#. The database is PostgreSQL, the developers of the website have left a backup file format .sql . How to run the website locally so that podgruzilo database with the backup? The site has admin panel to manage the managers. Maybe somehow through it will be possible to load the backup right?

Downloaded pgAdmin for these cases.

I don't quite understand how separate sozdana database can communicate with the app, maybe you need something to prescribe for this in the application files?

PS the Database is locally created, superuser too.

Install the DBMS.
Create database.
Create user (root access is not always safe even on LAN).
You dump that into sql format database.

Plug your app.
