How to set screen rights request on Google OAuth 2.0?

Good day!
I have the following problem:
I made an app that asks a series of rights to the user account (audit gmail setup domain users, etc). Authentication is done via button on the website, the request is generated in php.
And like all good and working stably. But on the request screen right, we see the following picture:

And it should be like this:

That is no small pop-up'ov. And no choice to give access or not. We put the user to the fact that he will give all the rights that we requested.
Who knows how to fix it?
Here is all the code that generates the link auth for user authentication
$client = new Google_Client();
$client->setAuthConfig($gsuite['json']);
$client->setScopes($gsuite['scopes']);
$client->setAccessType("offline");
$client->setRedirectUri($gsuite['dev_redirect']);
$authUrl = $client->createAuthUrl();
header("Location: ".$authUrl);
