How to open a file in the browser whose name contains unicode?

On the server the file is saved with the name name-%e2%84%96-112-100g__0-200x150.jpg
When trying to open it in the browser the name is replaced by name-No. -112-100g__0-200x150.jpg and nginx gives 404.
Is there a way to correctly open such a file without renaming it on the server?

Solution
Of course - you just need to replace the URL by the characters % on their URL-encoded equivalent %25. Decoding the URL - not recursively, because when decoding, it will turn back into the %.
