Drupal does not remove the file through the admin panel, it gives an error, what's the problem?

Drupal does not remove the file through the admin panel, it gives an error:

Fatal error. The size of the uploaded file likely exceeded the maximum file size (8 MB), which supports this server.


Although I don't download and try to remove.Tried to download a file size of 40 KB, but still the same error. Through the hosting everything is fine is removed and loaded back.
What could be the problem and how to fix it?

Try:
1. In .htaccess in sites/default/files add at the beginning of the Options-MultiViews
2. To change php version
3. Disable php extension: suhosin
