NotePad++ — How to set navigation comment blocks in css files?

Friends, as you adjust the navigation in Notepad++ when working with css?
Is it possible in the program to customize the navigation in the comments block?
It would be very useful as when working with css I have a document divided into parts, the title of which is review.

but we do not work with css using NotePad++. It's masochism. There are ide like webStorm or free, but clumsy sublime text or free, but less clumsy atom.

The answer to your comment:
1 - Put the Gulp in his documentation
2 - Google "gulp scss", find any manual
3 - Usually in the manuals is about minification, and about concatenation, and about the watcher. At this stage, you will be all clear.

It has no relation to the IDE/editor.
